nah characters other than Goku actually mattered in the Cell arc. There were multiple villains/antiheroes, heroes other than Goku got a much bigger spotlight (In Namek saga, pretty much only Piccolo helped out before Freeza transformed into the third form), Cell's introduction was amazing as was his transformation, TIEN FUCKING HELPED etc. Much more well rounded arc. Freeza arc, while good, is a lot simpler. And although not as original, I'd say Gohan's SSJ2 transformation is just as epic as Goku's SSJ awakening. So yeah simply put, I think it's a stronger arc

I don't know, man. I love the supporting cast and Tien is my favorite (and I really loved the Tien scene), but Frieza had a better overall plot and a decent amount of supporting character moments. Vegeta slaying good and bad guys to accomplish his own personal goals was cool. Gohan and Krillin being the underdogs sucked into a war they didn't even know about was also great.
I'd say Cell saga wins due to having more character moments, but Frieza saga had more betrayals, a more complicated plot than just good vs evil, Frieza's story as space Hitler was more interesting than Cell's, the constant references to super saiyans culminating in Goku's transformation, the legend of super saiyan having a personal and real impact on Frieza's past actions against the saiyans, and what that means for Goku and Vegeta, etc. It was all so great for what used to be a much simpler shonen.

What annoyed me about the early Cell arc was how Piccolo goes from being the strongest to eh-tier again after about five seconds. He does all that back and forth with Kami and finally becomes THE Nameless Namekian, a being unlike any other, eclipsing even the Super Saiyans in power... Then he fights Cell, kicks him around a bit, Cell runs, Piccolo can't find him, Piccolo goes back onto babysitting duty and then he has a very cool, memorable though ultimately fruitless fight with Android 17; meaning even after merging, it was STILL questionable as to whether or not he had the capacity to beat the Androids. Then Cell shows up, humiliates him and he's soon displaced by the likes of Vegeta, Trunks, Goku and eventually Gohan.
At least he got to hold his own against the Cell Jrs, which was kinda cool, but fuck me why can't Toriyama ever just throw these characters a bone. Even back then. He gave Tien that memorable send-off, but still.

Technically, Nappa and Vegeta were disobeying orders when they went to Earth and were intending on using the Dragon Balls to usurp Frieza. Therefore, they weren't his henchmen, anymore. That DOES also sadly mean that city (and those soldiers) never got revived, though. You can probably also imagine it was the same situation with the Namekian village Vegeta slaughtered, he had long given up working for Frieza at that point.
This was actually a fuck-up on TFS' part, incidentally. They brought back Nappa (mainly for the joke) by saying "you were technically still working for Frieza, at that point" but he really wasn't, particularly if he had rogue intentions of using the Dragon Balls to fuck him.

Yeah, sadly characters were getting shafted since DB. Tien's strength rivaled Goku in the 122nd TB, and in the very next arc (which took place like a day later), he was useless against King Piccolo's spawn. DB/Z has never been a balanced show, which made the Tien moment vs Cell so surprising.
