Elves are an inherently scandinavian/germanic concept and like most cultures, probably reflect or resemble a certain type of demographic those cultures were familiar with.

The Ljósálfar of Alfheim are what fantasy elves are based on, and would likely be the pale and thin people living in the northern regions, with the Dökkálfar (Dark Elves) being the opposite, so either representing swarthy people in those regions or potentially referencing dark-skinned humans from the south in the Middle East or Africa. With "Dark Elves" its a bit weird since fantasy Dwarves are traditionally the main interpretation of what Dark Elves are, the modern fantasy idea of Dark Elves being an alternate interpretation.

So, if you wanted to be perfectly faithful, you would only cast Elves as the kind of ghoulish looking scandinavians that resemble pic attached, who live in regions so starved of sunlight they look almost albino.

I agree with this. However, these people are not albino, nor all they all this blonde. Some individual's hair becomes darker as they mature. You'll see this in most men. However, Elves are a Germanic myth, so they would not be all this blonde.
