If he obviously lets lalo down, then it's clear gus is paying him off.
That's the whole point of Jimmy engineering the discussion with the judge with only the two lawyers in eavesdrop.
Then lalo will not be suspicious of any false play, and the bond will be super high.
However, this backfired. Lalo says the cartel will pay 7m, which is huuuge, but jimmy and gus never expected this.

Its likely. Howard was Jimmy's last thread to his old life and Chuck. Now he can move on to being Saul Goodman fully. Howard's arc has also reached closure as he has reached acceptance that Jimmy really is a total cunt and walks away.
