It's a B-movie cheese sandwich, but it's just great fun.
In my humble opinion a lot better than Mortal Kombat, which objectively outshines SF in terms of cinematography, sets, soundtrack, costumes, fight choreography and so on. But it's nowhere near as fun to watch as Street Fighter.

I like comparing them Plutarch-style since both were wraught with production problems and were held very accountable to the source material (which was to SF's detriment since MK just had to copypaste Enter the Dragon).
Another reason for Sawada is that Capcom didn't want Fei Long pissing off Bruce Lee's family.

Street Fighter is, despite its loose resemblance to the game series and some terrible direction/acting, still a damn entertaining movie in its own right and probably the best game-to-film adaptation we've had yet.
DOA was also much more enjoyable than I was expecting, to the point where I think it's actually kind of underrated considering nobody talks about it anymore.
I remember enjoying Mortal Kombat at the time, but upon revisiting it recently I found it to be pretty shite.
