Theoretically he's not supposed to.
Season 1-2 literally adapted Castlevania 3 which chronologically (ignoring Lament of Innocence) is the first game in the Belmont-Dracula conflict. Dracula dies but gets resurrected tons of times.
They kinda jumped the gun with Dracula's speech. That speech happened in SoTN and not Castlevania 3, but maybe they adapted it that way under the assumption they wouldn't adapt that far.
But yes, Dracula is supposed to resurrect, especially once Simon Belmont and Richter enter the picture, which should be a shitload of Seasons later, because for some reason, Season 3 skipped the Curse of Darkness adaptation, so it's pretty much more like filler.

Yes, but like said, it will take a while until we get there. One of the reasons people were disappointed in Season 3 was because it was mostly filler that didn't adapt Curse of Darkness (which is the next game after Castlevania 3 chronologically and is the one with Hector as protagonist).
So the Netflix guys seem to be padding out the series as much as possible because they didn't expect to adapt more of the Castlevania games other than Castlevania 3. Worst case scenario, we won't reach Dracula's first resurrection (Castlevania 1) until Season 5 or 6 and we probably won't get SoTN until Season 12, or hell even worst case scenario is that they'll skip SoTN and the Demon Castle Wars and just do something completely different and dumb, so who knows. We'll probably get to a Lament of Innocence prequel season before we'll even touch Dracula's resurrection, because the showrunners really love padding and Original characters for some reason, especially Warren Ellis because he refuses to touch the games.
