He didn't win any major allies in Italy, he didn't capture any significant cities or strategic locations, he didn't do anything to alleviate the pressure Carthage faced from other Roman armies or the Navy, and he got cucked by the senate.
The carthaginian senate recognized that they were only weakening their position by wasting time in Italy, Hannibal is lucky he got to go at all. He should have kept those soldiers in Spain and put the logistical burden of fighting offensively on Rome.
Instead he sperged out for ten years accomplishing nothing, and when the senate finally told him to put up or shut up and fight Scipio, he got his ass royally whooped so bad it that north Africa was literally never powerful again.
