If i remember it correctly, it was a parallel universe where most of the people were banned from learning basically anything and called anything remotely science a a witchcraft, however the ruling class (i think) went full wizard of Oz with their advanced tech.

I rewatched it more recently but not that recently, like 8 or 9 years ago, and still greatly enjoyed it. It was ahead of its time on the "real/dark fairy tales" thing, that lots of other films and shows have done now.
