Joker works because his origin is an interesting part to his development, it makes him a sympathetic figure and gives him depth.

Freddy is a boogie monster. He's not sympathetic or in-depth. We like Freddy because of what he is right now, no one cares about his life as a two-bit child killer in bumfuck nowhere. The worst thing he needs is a proper origin story and some justifications for his actions.
Keep him a creepy killer with a half-mysterious past and focus on him being a one-line spouting madman
