It's not her per se, it's JJ Abrams fault for a number of reasons, have you watched any of his productions, if you did, you know why she's a bad character.

The biggest issue is her lack of motivation. You can have characters that are subdued and have little personality if they have a proper goal. Neo is a good example of this.

I hate the word Mary Sue, but she is straight up one. She has no motivation, she has a boring personality, she is automatically good at everything and the entire story revolves around her. All the characters swoon over her. She's just 'there' and the movie insists that we give a shit about her.
For bonus angry incel comment; the moment finn grabbed her hand and she screams "LET GO OF ME" just came off as a being written by a self indulgent feminist.
She has no personal stakes. The only personal stakes she might have had was finding out who her parents were but then Rian shit on that, so by the time she finds out shes a palpatine it doesnt matter, shes already gotten over it. As a result you just have someone who aimlessly moves from A to B.

When rey beats kylo at the end of the film its confusing because it was clearly his story. Rey actually has no arch in the force awakens, they should have just cut her out

Just compare her to other main SW characters. Is she as memorable and notorious as fan favorites like Luke, Anakin, Obi-Wan, Leia, Darth Vader, Palpatine, Yoda or Han Solo? Because if you think that she is then remember that the main selling point of episode 9 RoS was the return of Palpatine, not the conclusion of the Rey saga. Nobody really cares about the story of Rey the Plot Device and her token friends. Rogue One had more story in one movie than the entire sequel trilogy combined.
He was literally who we started the film with, we see him refuse to gun down the civilians and defect from the first order, it was literally his film up until Rey shows up and steals the story.

She's introduced as a character who is inexplicably adept at everything she does and somehow succeeds in her first attempt at things. She's immediately liked by everyone after their first encounter, and even the villains don't hate her. She is never once shown to fail at anything, and the scenes that would have helped depict her as such was deleted from the final cut (one of Luke's lessons in TLJ) or outright edited to prevent her from losing (the red guard scene). If Rey was male, he would have been panned as a power fantasy character. But in the age of female empowerment all these perfect qualities are overlooked.
It's the same with Kylo, there is a clear character with him and motivations for his actions and he actually grows over the first few films in the trilogy(one of the few things rian did right that JJ undid).

After that he had nothing aside from some pathetic attempts at supporting the main character and vain attempts to sacrifice himself to at least say he did something. Imagine that, if he killed himself he would have had more value if he died because then Rey would have thought about him for a few seconds.
The lack of meaningful character development or adversity is fucking boring to watch.
There's no depth or conflict to her character. We're supposed to believe that a girl that has literally never left her home planet knew more about flying the Millenium Falcon than its literal owner who's flown it for decades.
I don't mind that she has infinity potential, especially given what we know now about her origin, but again, there was zero conflict. At least we saw Anakin slaughter the Tuskens after losing his mom and then throw a 5-year old tier tantrum. Rey had none of that.
