They already have. How it works is the BBC get a royal charter for 10 years, which allows them to operate the licence fee. The government has said they won't renew it, so when this one is up in 7 years it's gone for good.
They couldn't get rid of it now because the only way to revoke a royal charter before its tims is if they were acting illegally, and while what Chibnall's doing IS criminally bad it isn't illegal.
Only way it could get renewed is if a moderate wing of the party comes to power before 2027 (highly unlikely) or labour win an election (even more unlikely)

I don't like how the first doctor has been the one that's Ok to recast. Then again it would've been a missed oppurtunity not use David Bradely after he played Hartnell in the special. shame the way he was written though.

Doubtful. He's a temperamental artsy type, and I think he's still too butthurt about it all. I'm sure he could easily negotiate something with Big Finish, to have some creative control, and only work with directors he chooses, but I think he's just washed his hands of the role at this point.
