He became the dominant writing force of the group. He probably flattened the others to some extent, and they probably hated it. So, Rogers decided to leave. Fair enough, but now there's the problem of not being able to perform all of the songs that he wrote under their name. So, he tried to take the name.
You can say what you want about the guy but look at Momentary Lapse, Division Bell, and Endless River, and tell me something critical isn't missing to the sound. Speaks for itself.

what in tardation is this post? Listen to Amused to Death or The Final Cut (a Floyd album only in name, it's pretty much a Waters solo album). Musically, they're a cut below even The Division Bell. Waters is nothing without his former bandmates. There's a reason, 40 years on, that he's still solo touring The Wall. No one is going to buy tickets for his other stuff.

Writing the chord progressions is what mostly counts as writing the song. Being a guitarist and singer is what Gilmour did, which absolutely gives him credit, but less so.

Not true by the way. Gilmour co-wrote Comfortably Numb and Run Like Hell (music only) and contributed a few parts to songs like Young Lust and the Brick In The Wall trilogy. Other than that it's all Waters, both music and lyrics. Easily verifiable by the credits and by listening to the The Wall Immersion edition, which has Waters' original demos.
Not to take anything away from Gilmour, but Rog is a good songwriter in his own right, not just a good lyricist.
