I doubt that Gus or Mike directly ordered the hit. You could blame them, perhaps, for a lack of oversight and supervision, but I was always under the impression that the dealers acted on their own. They got pissed that Jesse "told" the boss on them and that they had to get called into the office to get disciplined, and decided to whack the kid out of spite.

gus probably didnt know. those were low level dealers.

In that case Gus should have acted swiftly and forcefully on them. He fucked up majorly by trying to resolve things peacefully especially given that Jesse and Mike were infinitely more valuable assets. I just have trouble believing a character as careful as Gus would have such nearsightedness.

So the ball all gets rolling with a dispute between low-level people that goes up the food-chain. It could've all stayed working but Jesse's morality/self-destructiveness was always going to be a problem. In the end, everyone bears some blame.
