As much as I loved Dark Tournament and Toguro being one of the the best shonen antagonists ever written, CB arc was my main squeeze.

There's a point where the dragonballs went from something you went on a epic journey to collect to a get out of jail free* card and that point was the Red Ribbon Army arc. After that Dragonball fundamentally changed and Toriyama is the one that stuck Z on it to indicate it was the endgame contrary to rumors it was just an American thing. It went from a story that oscillated between journeys and combat to just combat.
The Namek ball are a partial return to old form but only partial. Partial in that yes it does have antagonists that are actually in the way of gathering the dragonballs but partial in that Namek is a literal desert with absolutely nothing going on for it as a setting.
