The scene tries to be the climax of the "story". The core of the film is about Arthur's transition from being trodden on to being the one trodding on people, about finding himself. The problem is that he never finds himself in a human or dramatically satisfying way - he just goes crazy and starts killing people. It's the difference between the character introspecting and changing as a result... and an already mentally ill character just going insane.
