If it's your first playthrough, don't worry about not leveling up efficiently. The only real mistake I'd say is worth resetting over is not picking any combat skill at all as a major skill, since you'll be missing 80% of your attacks until you have decent stats in offensive skills.

Not him but this is morrowind not oblivion, most things in the world don't level with you. The reason he wants to avoid leveling up is because he's afraid of "wasting" a levelup due to the way it works in morrowind. This is of course completely retarded because he's gonna be an OP god at the end of the game no matter what he does.
