In certain states for democrat primaries it is. For example the black vote is very important in the south during democrat primaries since blacks make up probably 33-60% of democrat voters in the south. And the black vote will become increasingly more important, although not as important as the Hispanic vote, as America becomes less and less white. If Republicans want to have a chance in the future they need to start winning over more non-whites, including niggers.

But that's still growth, staying the same percent in a growing population is growth. Blacks stay the same or slightly grow while whites drastically decrease. The only people seeing a decrease while Hispanics come en masse are whites because blacks are growing much more than white people are.
