The best way to introduce 40k is to have a low tech world be rediscovered after a shift in warp storms, and be reintroduced into the imperium. It just makes the heaps of necessary exposition a bit less clumsy.

I like this idea but I'd have "low tech" be a planet that's actually somewhat more advanced than us broadcasting into space saying hello, only for a cathedral battleship to show up and welcome them to the Imperium. Inquisitors and flying baby skull assistants are the first off.

Warhammer proudly ripped off every franchise ever, and it worked out great. Then they got serious and tried original content and it was absolute trash

An Arbites commander on an imperial hive world. He’s as good a man as is possible under the deplorable conditions.

An Ordo Hereticus inquisitor comes and takes command of his forces, searching for a cult. The Arbites commander is at first totally cooperative, but is quickly horrified by the ruthless methods of the inquisitor.

As the film progresses the commander risks his own life to subtly derail the Inquisitors investigation.

The cult is discovered, but too late because of the meddling of the commander. A tear in the fabric of reality yawns wide, and the slaughter begins.

The commander again risks life, limb, and soul to save as many people as he can. The planet is exterminatus’d.

In the end, the commander becomes a member of the Inquisitor’s retinue and never doubts his extreme measures again.

It'd certainly bring out the dystopia in 40k to see and advanced human culture swallowed into the hellish leviathon that is the imperium of man.

40k is literally an unfilmable universe, at least in live action. The costumes and backgrounds would have to be so intricate that it would become the most expensive production ever made unless it's set on an agri-world or mining world or some other boring location that the general audience won't identify as 40k or interesting enough
