Only the original orcs were possibly corrupted elves, they were then able to multiply and lost their immortality so they became a much more base being like Men. The Orcs seem to multiply faster when there is a Dark Lord like Morgoth or Sauron to use their scorcery on them too. After the war of the ring the surviving orcs became a vanishing minority lurking in the dark corners of middle earth until they dissapeared entirely.

After a lifetime of war, and loss Gorbak finally understood what his father meant by this, and in a scene of touching and primal emotion finally embraced his father's final lesson.
