Saw 4 was Hoffman trying to kill everyone who might have been able to figure out his involvement with Jigsaw in a manner similar to Jigsaw.
His "you try too hard to save people" bullshit was the same thing as Carry getting killed for being thorough with expecting bodies on crime scenes

What does he do if you cheat? Technically, the options he gives you are life or death, but if you live by a way the trap hadn't intended, is it cheating? What if you take your own life that doesn't involve the trap, like driving a knife into your stomach?

I think I finally realized the difference between Hoffman and Amanda. Amanda's traps were the ones like Dizzys, where there was no way you could win, which was obviously not what Jigsaw wanted.

The traps by Hoffman were theoretically possible for some people to win, however at the same time some people had to die. For example the traps in 6, where the Insurance guy had to pick and choose who lived and died. In the traps by Jigsaw himself is was theoretically possible for everyone to live (even if they didn't) whereas Hoffman liked pitting people against each other

I'm pretty sure Kramer designed the traps for the trap plots in 5-7. Hoffman's own traps were probably going to kill you even if you met the win condition. The giant ice blocks would have probably still killed Matthews if Riggs didn't come through the door, and then Hoff would have just killed Riggs himself. Also, the skinheads had to die in order for his plan to work in Saw 3D, so they were likely fucked no matter what.

Shouldn't be too hard to tweak John's designs to make the traps less winnable.

Hoffman hated Kramer, so I doubt he would have given a shit about making sure more wagies died in that game for denying Kramer's coverage
