Because it follows the style of old school Shounen from ~90% where there is a proper build up, training, and although it pays off the protagonist is nowhere near OP and obviously has a long way to go.

While this is old for us, it is new for kids that grew up on Naruto and Bleach where the MC is always going to win with no losses whatsoever.

All anime is generic, why is that one's popularity more surprising to you than other popular animes?

It started out promising when it took itself seriously with the first arc and the sister being a threat.
Then it turns into shounen shit with the over the top character reactions and the sister becoming a cute non threat.
Regarding the anime the fight scenes are really good due to the budget.
The best parts are when the clean up crew are shown and wageslaving throughout the manga.
It's not going to drag at least like the well established shounenshit at least.
