We can probably assume that there are large gaps in Federation space. All of these fan maps seem to think that Federation space would be 1 continuous region when that makes no sense.

The starbases are pretty large. I always assumed some ships are build in those.

trekfag here, so basically all M-Class planets with Fed civs or races about to be admitted into the Fed, have shipyards. Vulcans have numerous planets designated for ship construction, as an example. It's why joining the Fed was a deterrent against invasion because at the time of DS9 ending, the Starfleet ships were some of the most technologically advanced weapons in the Quadrant, second only to maybe the Romulans. But once Starfleet figured out how to cloak, the gap closed. It's why the Fed basically becomes the defacto king of space when the Dominion War closes. Whoever writes Picard didn't watch the fucking show.
