During the movie he's looking for the half-Replicant child of Decker, and due to a memory he has from childhood he deludes himself into thinking it might be him. However in that scene he finds out it was a memory placed by a memory programmer who is actually Decker's child. In that scene he's expression his frustration at realising he's not special, he's just another factory made replicant.
