The Master lied, he himself is the timeless child. constant mindwipes drove him mad and he wanted to see if the madness was transferable by shared experience. Ruth is a separate universe that is 100% compatible except the time lords lose the Time war and instead of locking themselves away, break a hole in the universe and escape to the destroyed gallifrey just after the death particle goes off the cyberlords with the master move off planet.
