I'd say it's a case of people expecting it to be pure dog shit considering reboots the last 20 years. Its not "better", but it is actually a decent successor to a classic which was surprising.

Except the entire crux of the plot was the relationship between Rachael and Deckard and what came of it. If you didn't observe all of that, you absolutely cannot fully appreciate what became of them in 2049. Many of the most powerful moments were just them replaying what happened in the original.

Do you realize how bizarre it is that a 3 hour art house film got that huge of a budget and nationwide showings in theaters in 2017, when studios were scared to put money into anything that wasn't a super hero flick? I literally breathed a sigh of relief after seeing it the first time, because I held the original so dear and was worried they were going to fuck up its legacy. They didn't. It was better than we could have dreamed of having. It's a great movie and completely worthy of continuing the original's legacy. Get your head out of your ass.

Blade Runner was film noir in a cyber punk setting. 2049 is neither noir or particularly cyber punk. There does not appear to be much cohesion in 2049. The world doesn't seem very lived in the way Blade Runner did.

All things considered, I'd say it was a decent sequel. It had big shoes to fill and didn't hit the Last Crusade, but hit the Temple of Doom.
I'm incredibly jaded about reboots (which is why I said that everyone expected dog shit), but all things considered it was alright. The biggest fail was the nostalgia baiting. It should have been a story independent of the old one.

Especially if it isn't a childhood memory (which it is it basically everything pre 2000).

I liked the idea of watching the scenario from a replicants perspective (which was before the imbecile Ridley decided that Deckard was a replicant).
Gosling did a good job, it just got too complicated since they wanted to tie it in with the sequel.

2049 is on the same tier as the original imo though I do place the original slightly higher in my personal favourites ranking (BR Final Cut is my favourite movie ever)

2049 has better pacing and is more consistent thematically and plot-wise. It doesn't try to have its cake and eat it like Ridley Scott wanted to with the inclusion of the unicorn dream leaving the original with two conflicting themes: "Android love interest and android outlaw are ironically more human than the flesh and blood man and help him rediscover his humanity" VS "Android man is the product of cocky humans trying to play god and cheat nature and although he is set up to believe that he is a human he ends up rejecting human society anyway"

However, the original is better in terms of aesthetics and music. 2049's visuals are fine, just not nearly as iconic, and the soundtrack for 2049 leaves A LOT to be desired.

Both have pros in their own areas and cons in others. I'd say they are equals.

I suspect all this hate for 2049 is an effect similar to what's been happening with the Star wars prequels here. Just contrarian hipsters trying to rewrite history and defy the mainstream opinion (2049 was well received by Norman audiences even if they complained it was too long). EVERYBODY ate that movie up when it came out.
