Do you really believe the numbers and tales the Bajwhorans spit out? In one episode kira talks about how '15 million' died, but in the episode where they are at the bajoran orphanage school the number the kids are learning is 5-10 million
If Kira is willing to blatantly exaggerate the death toll by a 50-200% order, who is to say the smaller number isn't propgandized bullshit too? For all we know the death toll was a few thousand and most of those were caused by Bajoran terrorism
We also know that once Gul Dukat became leader of the occupation, death tolls went down drastically, and lots of infrastructure was given to Bajor. Gul Dukat loved the Bajorans like a parent and even had children with Bajorans who we saw him treat as he would treat any Cardassian woman - perhaps better.
Dukat's crimes were Bajoran lies and unfortunate things the Cardassian High Command forced him to do

Watching TNG as an adult I came to appreciate his role as the ship's first mate/chief of staff. Riker has to handle all of the people-management stuff that Picard is too aloof to bother with, and on top of that he's pretty good at it.
