Monarchs back then literally did personally own their kingdoms. Even the british, when they were having their republican period, had really big issues with problems like if it was even possible to put the king on trial for a crime. Technically, crimes were defined as opposing him. Ultimately, they concluded that they actually couldn't, but they went through with it anyway because he was such a dickhead.
