to answer this we have to elaborate on this film, was made for german audience
so when outside people watch that movie it's just another hitler movie with humor
however if a german watches that movie he immediately switches to guilt mode subconciously
meaning that no matter what happens on screen or how true and "redpilled" hitlers statement might seem, a german has a knee jerk reaction to dismiss everything he says because even considering thinking about his statements more carefully would trigger an immediate response to feel guilt and shame
obviously that's a generalized view but the essence is there
that's why they put in the kick the dog moment because with possible distribution into other countries in mind. seeing that they put too much emphasize on the word smith hitler and how he enchanted people to follow him basically forced them to include a moment to remind foreign audiences "hey he is really bad, look he kicks the dog oh nein!"
