I've noticed the thing about IP increasing. He switches out after he posts the default image and keeps going with a 2nd IP until he gets banned. I don't think "cookie wipes" are a thing. It's rare to see him use an IP for every post, he only does it when he gets banned on other boards. I see that it's fairly often when only "chunks" of spam are deleted.
