What has to be done to improve Latin America? Is there a way possible that they will still have a good future?

The US supported the overthrow of Dom Pedro and directly aided in the overthrow of Maximilian in order to better exploit Latin America as weak republics instead of strong monarchies. I may be an American but its pretty clear these men were the only rulers in Latin America to genuinely aspire to improve their countries.
