It's more of a historical thing. People used to immigrate to America to escape things like religious or ethnic persecution or start new lives thanks to the Homestead Acts.

"Freedom" historically refers to being free from a government you deem tyrannical or unfair. The original meanings of freedom and liberty strictly refer to those won at the end of the revolution. The bill of rights and the amendments embody American freedom. The issue is as the world has developed and many nations have become as "free" like the US, more so in some places and less so in others. Point is, the cry of freedom in America as being special is becoming less and less relevant. Especially now with things like government surveillance.

In countries with "free speech" the government gives you legal rights to speech but they can take it away or change it whenever they want. In america the government protects your inalienable right to free speech.
