Latin America is full of dicotomies and fucked up slums and crime zones. But it is not the majority. In fact, Brazil is mostly a rural country and only the coasts have massive cities. We have a closer relationship with western culture, specially USA. In the last years, internet has become cheaper and common, everyone can afford a cellphone. Altough speaking english good enough to write here is still some rarity. In Africa I suppose is similar in some places, but they did not discovered internet forums yet.

Argentina has an internet penetration of 93%, even 40% of Cubans have access to internet

No, most of them are middle class, even poors can learn English from internet or videogames without going to courses. They can learn it from school too, but in most cases the English level from school is shit tier.
