Tae Kwon Do is based for leg striking distance but if a boxer can come at fist striking distance he'll wreck the TKD guy.
What is most important in martial arts is to be able to work at leg distance, fist distance and grappling.
Grappling guys tend to rush on you to grab you and if you only know TKD or boxing you're gonna be completely fucked up.

Where is grappling more important? In mma yes. In real life? LMAO! You never wanna go to the ground in a street fight unless it's a 1v1 in an isolated place and the other guy has no weapons. Boxing is slightly better in a real life scenario.
Most street fights are one of the guy giving 1 or 2 punches and then rush to grab you. A grappler can wreck a boxer if he can't be maintained at fist striking distance.
Most street grappling is throwing you to the ground and punching your face while being on top of you. Not MMA-like retard

In real life self-defense any kind of wrestling/grappling/judo is probably going to be the most effective. The problem with both boxing and taekwondo is that you constantly need to keep a distance or you're not going to be able to do anything. Any grappler will just instantly rush you and not give you a chance to deliver any blows, and when you're on the ground you're done for.
My roommate who's a brown belt has used judo for self defense several times, it's always over in about 10 sec because he just puts them in an arm-lock and they're finished unless they're stupid enough to resist and end up with a broken arm.

Of course if you're going 1v2/3/4 and use judo you're going to get fucked up, maybe boxers or taekwondo practitioners would fare a little better in those situations but I kind of doubt the result would be much different. Afaik there's no real way to deal with getting surrounded in a fight, no matter how good your boxing skills is you can't magically knock out someone who jumps you from behind while his mate kicks you in the stomach.

Yea against an non-fighter opponent in a 1v1 I'm sure the boxer wins close to 100% of the time, but if that other person takes it to the ground the boxer doesn't really have any other advantage anymore, except for the basics of all martial arts which is physical conditioning.
The fundamental advantage of grappling in self-defense is control, I can't really imagine a situation where a grappler wouldn't just immediately put someone one a hold and make them forfeit or choke them out in a 1v1. It's just easier to execute if you know what you're doing.
Plus, martial arts like Judo reduces the disadvantage of size and physical strength which have been demonstrated many times in professional sports. Smaller judo practitioners have beaten bigger opponents consistently while this is a bigger problem for boxers since they need to keep a certain distance, in which reach suddenly becomes a factor. Reach isn't as big of a deal for grappler since they're just going to rush in close immediately anyway.
what do you mean by "non fighter" opponent? you mean if a boxer was fighting a grappler yeah hell lose. but the first instinct of most people isn't to immediately go to the ground but start punching, which a boxer can take out no problem.
