Well the blanket is required for it to be a kotatsu, but I'm pretty sure you can change the blanket for a lighter one in the summer time, or have a separate kotatsu without a heating element.

I think it'd make more sense to be able to remove the heating element if you want, then you only need one kotatsu, so they probably have those as well.
