in Chinese culture at the time, China was the center of the world. Barbarian here is the same way that everyone was a barbarian to the ancient Greeks. Its more about what language they speak. It could mean anything. A popular term for merchants was "ocean man" which would be called a barbarian in their language, but it doesnt mean anything bad.
Had no idea there were Hungarian, Polish and Swiss merchants in China.

The book is called the Huang Qing Zhigong Tu and its pretty funny. France/Portugal were the same country. France was also a Buddhist nation in the past. Denmark was an island. Nuns are called slaves. Jesuits monks are like samurai.
To them being economically dependent would be considered a vassal. And it was probably a bit of propaganda from the Dutch, who also had almost a monopoly in the yellow sea
