Charlemagne was, if you have to assign any modern equivalent, Dutch(/Flemish) and linguistically speaking Dutch is Frankish. Politically however, the country of the Netherlands has no more claim to be the descendant of the Frankish empire than France or Germany has (especially France has the greatest continuity despite the linguistic discrepancy) and that's what people tend to know/care about. If they care about stuff like that at all and they generally don't.
