Germany is more densely populated and urbanized. This isn't necessarily corelated to de/centralization. It is for France and Germany but not for all countries. One can also compared Denmark or the Netherlands to Slovakia or Lithuania.
Because "France" is just Paris ruling over other provinces that were conquered by force. Germany wanted to unite.

Economically, culturally, and politically influential. Paris seems to be the center of everything in France so it definitely seems to me to be its most relevant part.
The Kingdom of Prussia contained most of the population and industry of Germany and it was a single state. Germany has always been horribly unbalanced with its regions, with huge powerful states and tiny irrelevant ones.

Your average frenchman is convinced that centralism is the ONLY way to keep a country united and strong. Disregard successful federal countries like Germany, the US, etc. adding some elements of federalism to France would necessarily turn us into Spain on steroids.

The US has states as large as France. and federalism isn't a guarantee of success.
