My guess is probably because they were trying to focus on how to make their industrial economy more productive and not shit and stagnant. Remember that before home computers were a thing their main purpose was for office and finance workers, not really a priority in an industrial communist state, their focus would probably have mainly been on espionage technology

things like requiring factories to raise their productivity a given amount each year
those factories then had a budget assigned to them, and if they used fewer resources one year, they got a pat on the back... and a way smaller budget next year because well, clearly they didn't need one so large, so industries started over estimating their budget
and if they were required to increase productivity 3% a year and they found out a method to increase it 20%? they wouldn't go full in, and instead remain at lower productivity because going for the 20% meant the year after that they'd have to make a way bigger effort, so just meeting government criteria and being mediocre was way better than surpassing them

I've also heard stories of measuring farmer's productivity by how much diesel was left in their tractors by the end of the day, so they would drive to the far end of the field, hang around with other farmers for a while, dump their diesel (or stashed it to barter with later) and then drive back at the end of the day
I think they also had pretty brutal requirements for work hours and no sick leaves, but I think that was during WW2 stalin era, so that's kinda passable
Communism has a big issue at creating incentives, and the soviet union was pretty bad at coming up with them, particularly early on, and the party knew it and was constantly trying to come up with new policies
