One thing that comes out of China doesn't mean any significant cultural presence over seas.
Chinese audiences consume a lot of American, Korean, japanese and even Indian entertainment.
But the same isn't true in the opposite direction.

American media does great in the Middle East, Latin America, South Asia, etc. Chinese media doesn't sell anywhere outside of China.
Not to mention how dominant American media is in China vs the nonexistence of Chinese media in the USA.
But neither American media nor Chinese media is the most widespread in China. Korean and Japanese media dominate China for now. At least places India primarily consume their own media, China is really fucked in the domestic media market.

The real reason is the West never advertises Chinese works. Even when they release big budget action movies, they don't even get the full cinema treatment so audiences can get any exposure to it.

It's cause Chinese culture is boring, not communism. Nothing interesting comes out of Hong Kong (except for some movies in the 80s/90s) and Taiwan either.

The actual answer is like most Asian countries they were fairly isolationist. Even back in the days of the Silk road (well before communism was even a concept) it was mostly consumer goods flowing from China like spices and silk. They never really made an effort to export their culture like most of the Colonial nations of Europe did.

Western Media = Made for Chinese/English

Chinese culture does not have the same desire of cultural exportation. American culture and policy is all about opening up markets to the biggest number of consumers. The Chinese are much more internally focused and don't have much to gain from exporting there culture to a world that still sees the chinese as "commies" (see this thread).
