This is a homeless camp they set up near the City's skid row, all these people are mentally ill or drug addicts.

Germany is one big allocated box designated for homeless. That's why all the refugees are going there.

I meant as far as brown people. I don't live in california but most homeless I've seen are black and the next biggest group are white.

Most are insane with mental problems

We have programs to put them in monitored group homes but they can't be forced into them so most of them just end up wandering the streets.

They aren't just normal people who lost a job. We have safety nets here with unemployment and all that. Normal people just fuck around on unemployment for awhile and get another job.
These are the people who used to be institutionalized but that was deemed inhumane so now they are on the streets and in prisons. Some are guys who got fucked over so badly by women in divorce settlements they just gave up on life.
When they try to create housing for them the same bleeding hearts who thought mental institutions needed to be shutdown complain about how the housing complexes are filled with drugs and violence and now that's inhumane.
Basically they are laying out there because of twitter level "being humane" where stupid women and soyfags love becoming emotionally outraged about everything but don't really think too deep into the reality of the situation or have realistic solutions.
Everything you do is bad and protested so everybody just gives up and nothing is done.
California cities like SF are perfect examples.

I haven't seen a lot of homeless during my trips to germany.
France on the other hand is fucking full of them.
Young people too, which was especially depressing.
In Poland homeless are usually old drunkards and gypsies. In France I saw 17-20 year old boys in rags sleeping on pieces of cardboard
