Make an effort to learn at least some basic Russian before you come here since very few here people speak English

Quite possible. It's been a few years since I asked. Still, realistically impossible. I can't keep my cats longer than max. Leave alone for 3 days. That means I fly to Rio - have a beer at the airport - and fly back again.

Im still in a pre-planning phase, but its top of my list for sure
1) The average Russian lives about as far away from Sakhalin as you do.
2) Sakhalin residents need a visa to visit Japan like all Russians. And getting one is actually not that simple and not that cheap.
