Not really, they have an HDI of 0.758 and rising quickly. The coastal regions mostly have HDIs comparable with first-world nations and China as a whole is set to graduate to a high-income economy in a few years. There are still many problems and quite a ways to go to fully develop the country but they've been succeeding since the country gets wealthier and more developed each year.
