I feel like that's a good dividing line. Portuguese and Spanish better fit into lines of mutual intelligibility than how they look or necessarily developed. Portuguese and Spanish are dialects of Hispanian and if Portuñol were regulated it should be known formally as Standard Hispanian. Same could be said for the Northern Germanic languages, Swedish, Norwegian, Faroese and Danish could all be dialects of a reconstructed and regulated Standard Norse with relative ease.

Belorussian and Ukrainian are dialects of Russian influenced by Polish.

You could blend every Germanic, Romance, Slavic language into European by using the most used PIE root for each word and blending the cognates, and if they’re all different you use what the word was in the actual PIE.
