Virtually any transliteration substitutes Rs with Ls in Chinese. Bali (Paris), Madeli (Madrid), Luoma (Rome), Yameilijia (America). They do have an R in Mandarin but to say that Mandarin speakers do not pronounce the Western R as L is just false. Especially the syllable "Ri" sounds completely different from the "ri" in "Paris".

I'd say it'll take another 10 years but mandopop will arrive in the West at one point.
