It's populated by Germans mostly, you took it for strategic reasons. I'm not saying it's a particularly interesting or important region, but it's a nice place that doesn't really have to be Italian concerning its culture.

Scratch that maybe, it's an integral part of the Austrian cultural region, it's in the name already. And Austrians are subculture Germans that live in their own state. South Tyrol (I'm not talking about Trient/Trentino) is populated by Germans that speak German.

i'm not trying to deny the fact that Italy had no "ethnic" or cultural right to occupy South Tyrol in the first place, as even the Ladins weren't italian, but it did because that's how war works
now it's no longer true that it's a region populated by germans
just like the Austrians occupied what was a romance speaking region and germanized in the middle ages (i don't think to the point of getting a 95-5 proportion but whatever)
70-30 is more than enough to call a region bilingual, no matter how recent the immigration might be (and it's really not, 2-3 generations have passed since most italians moved there)
