What could it be?

Surely the artist isn't some hack that just moved the text illogically so that it would fit

the purpose of it is to provide immediate exposition to the situation of the setting: a town hall where the everyman american exercises his free speech. the pamphlet has brief, important words (REPORT, TOWN) to give minimal but fast exposition, without stealing attention away from the primary subject of the painting with a complete sentence that the viewer reads out.

also, the pamphlet is purposefully meant to be relegated to a subordinate importance. look at the brief, generic words on the pamphlet in the foreground, and the rolled up, basically ignored pamphlets being rolled up by the sitting man and the one in the pocket of the subject. it is meant to convey how the plans, pomp, and circumstance of the bureaucrats is secondary to the free word of the everyday american speaking their mind.
