The absolute earliest you can date any kind of idea of the nation to is the late 1600’s, and only in the Netherlands and Britain, but that’s highly debatable. The nation is most reliably dated to the late 18th century, originating in France alongside the French Revolution. You are right that it is a popular movement; it’s a movement of mass politics. But that is precisely why it was so attractive to elites. The ability to mobilize millions of people. The ability to centralize power and physically move large numbers of people about within your borders. It facilitates an evolution of the state.

yes, hence why it's a late 19th/early 20th evolution, a subversion of the movement after the elites first violently opposed it, notably because nationalism is tied to all sort of independence movements, unification movements etc etc ... if "the elites" (because apparently you manage to put 19th century "aristocracy and bourgeoisie" in the same bag ... ok) were ardent supporters of nationalism you simply wouldn't have had states like a-h and so on
