the informal nominative pronoun vos was the most common during the early and middle colonial period, during this period the formal nominative second person was vuestra merced and the plural was vuestras mercedes and ustedes, then it became customary to utilize tu as informal and usted as formal, vos becoming an hyperformal in spain.
Due to the nature of the colonial period the most connected and important parts of the empire adapted these changes quickly, while the most remote and least populated never quite adopted them.
Colombia, Mexico, Chile and specially Peru which had an always present spanish presence and a local aristocracy, always kept up with these changes, while the peruvian highlands (modern day Bolivia), Argentina and Paraguay, the central american jungle and all throught the Americas really in rural zones historically disconected or not very dense (like the paisas of Colombia) utilize voseo still to this day.
