Usually there are discrepancies between laws of different countries. And multinationals use that to reduce the taxes they pay. But many large countries don't want to change their own laws to fix those legal loopholes, because it makes them less competitive. So they try to bully smaller countries into changing their laws instead.
Meanwhile, the UK has its own tax havens as well, like the Isle of Man and the Cayman Islands, the USA has places like Delaware, China has places like Hong Kong and Macau. But only the EU is stupid enough to try and get rid of their tax havens.

It's not. There's a reason why corporate tax havens are always small. They have no local big industry, and the corporate taxes lost can be easily recovered through the increase in income taxes that arises from the increase in employment due to FDI. That's what happened in Ireland, they could afford to lower their corporate taxes and allow tax avoidance because before that they had virtually no industry and their employment levels were abysmal.
Switzerland is a special case. It's more of a tax haven for individuals afaik.

With income taxes you don't pay taxes over the first 8k. Then its 37,35% up to 68k. And then you pay 49,50% over everything above it.
Corporations pay 16,5% taxes on the first 200k. 25,0% on everything above it.
But they also have to pay 25% taxes on dividends if the shareholder owns more than 5% of the stocks.
So small business owners with a BV pay like 41,5%. Minus some stuff.
We also have no taxes on interests and such if you don't own more than 5% of the company. Instead people have to pay taxes over all their savings.
They just changed the exact details for 2020, but last year you paid effectively 1,2% over everything you own per year.
If you make 10% interest with your stocks, then you pay 1,2%. If you make 80% losses over your bitcoins you pay 1,2%.
