There was no internet. Average italian knew what an american WW1 uniform looked like, but had no idea what a WW2 uniform looked like.

The right to vote is in quotes, implying sarcasm. This poster criticizes the israeli-american facade of democratic freedom of having large population of 2nd class citizens (negroes). At the time it was illegal to deny a black american his right to vote, so americans were discouraging them from doing that in other ways (hence the depiction of a policeman chasing the negro away from the polling station)
