Would it be right to add -kiru after a verb when you're explaining that you've finished doing something? Like "I've finished reading that book"->"この本を読み切ったの。"

And if you meant "Is there any isolation(lock down of cities or isolation of patients) in Japanese?", it'd be "日本で隔離はない" and there is no isolation of certain cities nor areas as of now, but some hotels are gonna be used as temporary medical facilities for mild patients hence kind of isolation facilities, let alone hospitals.

>shut down except grocery stores "shut down" is to be translated 閉鎖 or something and yes, as the prime minister declared a state of emergency most businesses other than essential for the society (like grocery stores, social infrastructure, aaand our convenience stores) are asked to implement 'voluntary' shut down(they're gonna comply with the request anyways) and public transportation like railways are gonna decrease the amount of traffic at least around mega-cities.
